Employee experience surveys for audits

As part of your organisation’s gender equality obligations, you must collect employee experience data via a survey.

The employee experience survey data compliments the workforce data and is part of an audit. Together they help show the full picture of gender inequality in a workplace.

Employee experience data will help you:

  • identify areas for improvement under the seven gender equality indicators. This will guide the strategies and measures in in your gender equality action plan.
  • track progress against the same indicators for your progress report.

You can get data about your employees' experiences:

  • through the People matter survey, or
  • by doing a survey via a third party provider, or
  • by doing an internal survey (not recommended)

People matter survey

The People matter survey is administered by the Victorian Public Sector Commission (VPSC). It is available for eligible public sector organisations. In 2027, this includes local government, libraries and universities.

The 2027 People matter survey will run from 9 March to 2 April 2027. Results will be available in May 2027.

The shorter version of the survey which was offered in previous years, and the options for hierarchies and custom questions, will not be available in 2027. The 2027 People matter survey will include:

  • all questions previously included in the shorter survey for gender equality reporting
  • additional questions about employee wellbeing, culture, and performance.

VPSC will collect and share the data with us on your behalf. We upload the data to the reporting platform. You can view and analyse the data there to inform your GEAP and progress report.

If your organisation does a People matter survey, you do not have to complete an employee experience survey.

Employee experience survey

Only organisations who do not do the People matter survey need to do an employee experience survey.

The employee experience survey asks questions on how your employees feel about:

  • organisational culture
  • gender equality
  • diversity
  • inclusion.

These documents provide details and advice about:

  • when to do the survey
  • how to do the survey
  • survey specifications
  • suggestions for what to include in a contract when hiring a third-party provider.
  • the response options you must provide to each question
  • which responses lead to follow-up questions.

We recommend that you hire a third-party provider to collect employee experience data. This is because the data is sensitive. It includes personal details and information that might make individuals able to be identified.

The practice note also explains how to keep your employees safe and anonymous when doing the employee experience survey. You will need this whether you hire a third party to do the survey or not.

Submitting your employee experience survey

You must put your survey results into our 2027 employee experience reporting template. You must then upload it to the reporting platform as part of your workplace gender audit.
