2026 GEAP and progress report assessment rubrics have been released
The Commission has published the assessment rubrics for 2026 gender equality action plans (GEAPs) and progress reports.
These rubrics explain the criteria that GEAPs and progress reports must meet. The Commissioner will use the rubrics when assessing compliance in 2026.
The Commission has released the rubrics to make the compliance process clear and transparent. This supports our role as a best practice regulator.
The rubrics give a high-level view of what compliance looks like. They do not explain how to write or prepare GEAPs and progress reports. Instead, duty holders should use the 2026 GEAP guidance and template(opens in a new window), and the 2026 progress report guidance and template(opens in a new window). These documents provide detailed instructions on how to meet compliance standards.

The Commissioner’s approach to compliance
The Commissioner is committed to supporting duty holders to meet their obligations under the Act.
In the first instance, this is done through education and collaboration. For example, detailed guidance, on-demand webinars and live drop-in sessions.
If a duty holder is found to be non-compliant with the Act, the Commissioner has a range of enforcement options available under the Act. They include:
- working directly with an organisation to achieve an informal resolution
- issuing a compliance notice
- recommending that the Minister takes action against the organisation
- naming the organisation and their failure to comply on the Commission’s website
- as a last resort, making an application to the Victorian Civil and Administrative Tribunal (VCAT) for an order directing the organisation to comply.
