Victorian councils, libraries and universities can now register(opens in a new window) to participate in the 2027 People matter survey.

The survey collects employees’ views about their workplace, including their experiences of gender equality, diversity and inclusion.

Your organisation can use the results to support its workplace gender audit and inform action on gender equality. Find out more about employee experience surveys for audits.

How to register

Councils, libraries and universities must complete the 2027 People matter survey registration form(opens in a new window) by Wednesday 18 November 2026. You will need authorisation from your CEO before registering. Late registrations will not be accepted.

Other public sector organisations engage directly with VPSC to participate in the survey. More information is available on the VPSC website.(opens in a new window)

About the 2027 survey

VPSC runs the People matter survey(opens in a new window) each year to help organisations understand workplace culture, employee wellbeing and performance.

In 2027, VPSC will offer the full survey only. In previous years, councils, libraries and universities were offered a shorter version for gender equality reporting. This will not be offered in 2027. Offering one version helps keep costs down and provides more detailed results.

The full survey takes about 15 minutes to complete. The 2027 employee experience questions will be available on the Commission’s website in December 2026.

Using the results for gender equality reporting

The survey provides employee experience data to help your organisation:

  • complete its workplace gender audit
  • identify areas for improvement across the seven workplace gender equality indicators
  • inform strategies and measures in its gender equality action plan
  • track progress for its progress report.

The VPSC will provide survey data directly to the Commission. Participating organisations will not need to prepare and upload their employee experience data as part of their workplace gender audit. The Commission will do this for you.

If you are considering another survey

Participation in the People matter survey is voluntary, but the Commission strongly encourages duty holders to take part.

If your organisation is considering another survey, read How to do an employee experience survey. It explains what to consider when using another survey to meet your gender equality reporting obligations.
